The following message is from Mark Hubbert regarding AFV.

I am sending this notification to inform you of upcoming events that will occur that will affect the operations of every ARTCC in VATUSA.  As you may know, VATSIM has been working on the development of a new audio platform to address issues that have been brought forth by a multitude of people.  After much work and research by several individuals, VATSIM is ready to release the new state of the art Opus based voice codec. This new technology is scheduled to go online on Monday October 14, 2019.
Unfortunately, in order to bring this online, VATSIM will need to go offline for approximately 24 hours.   It is also unfortunate that the timeframe for the shutdown to occur will be at a time when VATUSA is typically most active. VATSIM is scheduled to be offline on Sunday October 13, 2019 beginning at 20:00Z. I am sending this letter to each of you to provide you as much information as I possibly can. 
I anticipate there will be a learning curve that will present some issues once this new program is online. I will certainly do my best to provide you with as much accurate information as I can. I truly appreciate the jobs that each of you do and I am extremely thankful for your continued passion, dedication and in this case understanding and cooperation.  On behalf of VATSIM, I apologize for any inconvenience that these operations will cause you and your team.

As most of you are aware, I submitted my resignation as Air Traffic Manager of ZHU last month.  Since then, VATUSA has been working to find a successor.

A selection has been announced today, so please join me in congratulating Bryan Oates on his imminent appointment as the next Air Traffic Manager.  Bryan will be officially appointed on the 16 Sept, and will be appointed as our Deputy Air Traffic Manager in the interim.

Bryan has served as our Events Coordinator since February and has done a fantastic job while in that role.  I'm confident that he'll continue shaping ZHU in to a premier VATSIM ATC community.

VATUSA Position Vacancy Announcement

Position: Air Traffic Manager
Location: Houston ARTCC (ZHU)
Time Commitment: 4 to 8 hours per week+, and required monthly controller hours to maintain ARTCC membership
Supervisor: Southern Region Air Traffic Director (ATD)
Application Deadline: Closes August 23rd, 2019 at 23:59z

VATUSA is currently seeking qualified candidates to fill the position of Air Traffic Manager at the Houston ARTCC.  This position is not an entry-level position and will require significant time commitments to effectively perform the duties of Air Traffic Manager.

Duties of the ATM:

- Reports to the Southern Region Air Traffic Director and directs the operations and management of the assigned facility
- Must maintain an online presence on the VATSIM network
- Maintains facility website and teamspeak
- Drafts ARTCC SOPs, LOAs and other appropriate documents; seeks ATD approval for the same
- Ensures ARTCC SOPs, LOAs and other appropriate documents are readily available for viewing/download
- Functions as VATUSA staff member and attends meetings as necessary to discuss and stay current with region and division issues, policies, and initiatives
- Manages and defines the duties of ARTCC staff; submits selection of Deputy ATM and Webmaster to the ATD for division confirmation; submits selection of Training Administrator to the Training Director for division confirmation
- Provides guidance and help to assigned controllers; may establish a staff of "Mentors" to assist with training
- Works with or delegates a liaison to work with region/division-level Events Coordinators on events as necessary
- Addresses disciplinary situations with the Southern Region ATD when appropriate

Minimum Requirements:

- Possess a high degree of energy and commitment appropriate to the requirements of the position
- Must have at least a Controller (C1) rating
- Must be an active member of the network in good standing
- Must be able to work in a team environment and function as a team member
- Have no significant disciplinary record, no history of unprofessional behavior

Highly Desired Skills:

- Demonstrates qualities of understanding, patience, and maturity.
- Understands the role of the ARTCC and ARTCC staff within the Southern Region, VATUSA, and VATNA
- Understands the position requires CONSIDERABLE commitment of time
- Prior ARTCC staff experience
- Prior or current Instructor or Mentor experience
- Experience effectively managing others through good leadership practices
- Real world management experience

Only those candidates who understand the requirements and can make the appropriate commitment should apply.  Candidates can expect an initial evaluation of their application after which they may be contacted for a comprehensive interview.  All qualified candidates will be reviewed and considered.  Qualified candidates currently assigned to the ARTCC will be given special consideration.

Announcements / Updated Visiting Agreement with vZTL

Effective immediately, an updated LOA with vZTL has been implemented.  The new LOA provides visiting status for S2+ rated controllers only (S1s are no longer included) and no longer provides for major/designated airspace equivalency.  Controllers who wish to control ZTL/A80 need to pursue an endorsement with the ZTL training staff.

We got a new notice from VATUSA.  If you have any questions, feel free to let me know and we can coordinate with division.



The new CoC allows for controllers working the Ground Controller position with no one above them) to provide an ATIS. In accordance with this policy local facilities are able to set forth what must be included in it within the limitations given in the ATIS Policy (See new CoC C7 and Global Controller Information/ATIS Policy).
1. ATIS information must contain only Aerodrome Name or Identifier, ATIS Information letter, Observation Time, Weather, Active Runway, Expected Approach Type, Frequency to contact first and appropriate aviation-safety related operational information.
2. Operational information should include only information that is applicable in the VATSIM environment. Real-world operational information that cannot be effectively implemented on VATSIM (e.g., lighting and/or equipment outages) should not be included in any ATIS information.
3. Controllers should attempt to limit the ATIS Information to as few lines as possible.

With respect to item 1 we are instructing you to ensure that Ground Controllers utilize phraseology of "suggested departure runway(s)" and "suggested arrival runway(s)" instead of "departing runway" and "landing runway" (respectively) as a ground controller is not considered a position to assign the active runway.
All other information listed in items 1-3 should be included as limited therein.

Announcements / Issuance of Tower Trainee (S1) Ratings

In response to a division mandate to alter our S1 issuance procedure, a new memo has been issued amending the existing vZHU ARTCC Training Policy.  The result of the change means that we have to wait until a student demonstrates competency at both the Clearance Delivery and Ground positions before issuing their S1 rating.

Additionally attached for visibility is the VATNA region directive by which VATUSA is justifying the change.


Effectively immediately, the vZHU ARTCC Training Policy is amended in accordance with VATUSA policy. is removed and replaced with A student shall be promoted to Tower Trainee (S1) in accordance with VATUSA policy 3120.1A Section 5, and VATSIM Global Ratings Policy (GRP) Appendix A, with minimum delays as described by GRP 3.2(C).

We had a successful Live event this year!  With nearly 20 folks in the room this year, and dozens more supporting online, we had fantastic coverage and a great traffic load!

According to VATSIM Germany, KIAH saw 99 operations, KHOU saw 41 operations, and there were a number of operations to satellite fields.  Most of these operations were peered with KATL and KDFW, so I want to extend our thanks to ZTL and ZFW for their support of the event.

Thank you all for your participation in making the Live event a great success.  I hope to see you all again next year.

Its time for this years live event (Houston and Friends Live 2019)! The live event will be hosted on the Northwest side of Houston on Friday, June 21, 2019 at Holiday Inn Express & Suites Houston Northwest-Brookhollow.  Most people will be arriving Thursday, June 20, 2019 and departing Sunday, June 23, 2019.
